Expert on democracy, development, and post-conflict reconstruction. Worked in over 20 countries in Africa, Asia, and the Balkans on a range of economic development and humanitarian assistance programs.

Expertise:
Democratization and economic development; accountability institutions; humanitarian assistance in conflict situations; Africa.

Languages:
French (familiar).

Experience:
Prior to joining the Council, Dr. Siegle worked for over 12 years in some 20 countries on international development and humanitarian assistance projects in Africa, Asia, and the Balkans. These included projects focusing on agricultural production, small business creation, environmental rehabilitation, conflict resolution, refugee resettlement, nutrition, improving water access, literacy, and primary health care. Dr. Siegle was the country director for the international NGO, World Vision, in Eritrea from 1995-1997 and promoted aquaculture as a Peace Corps Volunteer in Liberia in the mid-1980s. Dr. Siegle has developed curricula and taught numerous sessions on enhancing food security – the process by which households in famine-prone areas can meet their food needs. In academia, Dr. Siegle has co-taught a seminar course at the University of Maryland on lessons learned from recent peacekeeping interventions in collapsed states.

Phi Kappa Phi for academic excellence; Phi Alpha Phi public policy honor society; Spellman Fellowship; Center for Advanced Study of International Development Fellowship.
