In keeping with the International School of Monterey vision of creating a world neighborhood, the Global Citizen Award recognizes an individual in the Monterey Bay regional community who has positively built relationships-business, educational, diplomatic, or otherwise-throughout the world. In this, its inaugural year, Larry Horan was honored with the "2004 Global Citizenship Award" at a gala dinner and charity auction held at the Beach and Tennis Club in Pebble Beach.

In a letter, read by master of ceremonies Dan Green, KSBW News Anchor, Sargent Shriver, first director of the United States Peace Corps, recalled Horan's years as the director of the Peace Corps in Colombia, Costa Rica, and El Salvador saying, "Throughout his life, Larry Horan has channeled his enormous energy and intellect to bridge barriers between nations, cultures, and socioeconomic classes."

Recounting Horan's lifetime of service, which included the post of regional director for the western division of the federal Office of Economic Opportunity, U.S. Representative Sam Farr spoke at the dinner praising Horan for his leadership in creating international understanding and supporting international education.

Founding partner of the law firm of Horan, Lloyd, Karachale, Dyer & Schwartz and Law & Cook, Horan has also served as chairman of the board for the Special Olympics of Northern California.

The International School of Monterey works to educate students toward becoming conscientious, compassionate and responsible citizens. A tuition-free charter school, it has pioneered the world-renowned and innovative international primary curriculum in a public school setting.
