She graduated from George Washington University and received a master's degree in regional planning from Cornell. She is a daughter of Judith I. Siber and Victor Siber of Chappaqua, N.Y. Her father works in New York as a partner in Clifford Chance, the London law firm. Her mother is a sales associate in the Chappaqua office of Houlihan Lawrence Real Estate.

The bridegroom, 38, is a senior staff analyst for the New York City Human Resources Administration, examining employment contracts. The bride and bridegroom met in the spring of 1998 at a gathering in New York of former Peace Corps volunteers. In the Peace Corps, Ms. Siber taught English in Kavaja, Albania, from 1992 to 1994, and Mr. Rabiner worked as a beekeeper in Maorka, a village in the Central African Republic from 1988 to 1989.
