Peru RPCV David Scott Palmer invited to speak at Peru's "Truth and Reconciliation" Commission
DAVID SCOTT PALMER (USA)
A professor of Political Science and International Relations at Boston University, he has worked on issues related to development, insurgency, border disputes and civil-military relationships in Latin America after having made studies in Chile and Uruguay and volunteer work in the peace brigades in the highlands of Peru in the 60s. His most important publications are Approach on National and Regional Peruvian Politics (mostly in Ayacucho), The Shining Path, The Military of Latin America, The Border Conflict between Peru and Ecuador, Drug Traffickers and Relationships between the United States and Latin America. He has worked as president of studies on Latin America and the Caribbean for 12 years at the State Department’s Institute of Foreign Affairs. He also worked as a consultant for UNDP, the Ford Foundation and USAID, he is currently a specialist on prevention of conflict in Nepal. At present he is a regular consultant on terrorism and related issues for USA government institutions, including the State Department, the National Intelligence Council and the Armed Forces.
