The board's co-chairman, Abe Peña, 73, is the author of "Memories of Cibola: Stories From New Mexico Villages," a historical look at rural Hispanics, published by the University of New Mexico Press.

He is the former director of Peace Corps operations in Honduras and Costa Rica and was mission director for the U.S. Agency for International Development in Paraguay and Bolivia.

Peña has active livestock ranching interests at San Mateo, near Grants.
