MADISON, Wis. - The state Republican Party filed a complaint with state officials Monday accusing Democratic Gov. Jim Doyle's administration of using state resources to issue news releases criticizing President Bush's policies.

Elections Board officials, though, say the complaint is baseless.

The GOP complaint claims phrases in officials news releases on home ownership and unemployment criticize the Bush administration for a lack of leadership.

The complaint accuses Doyle's administration of violating state law, which prohibits soliciting or receiving contributions from a public official for a political purpose while the official is on state time or engaged in official duties.

Elections Board legal counsel George Dunst said he hasn't seen the complaint but noted that contributions must have some value. The cost of the news releases is negligible, he said.

"They just seem to be grasping at filing a complaint," Dunst said.

Elections Board Executive Director Kevin Kennedy said there's no reference to elections in the news releases, and they're no different from the shots the governor and state lawmakers routinely trade on state policy and legislative matters through news releases.
