OUR OPINION: FLORIDA AT CENTER STAGE FOR FIRST PRESIDENTIAL DEBATE

As a rule, the first nationally televised debate of those scheduled between presidential candidates garners the biggest viewing audience, so Thursday night's debate between President Bush and Sen. John Kerry at the University of Miami is a genuine coup for UM President Donna Shalala and the many good folks providing the needed support to stage such an important event here.

Despite the lamentably onerous level of control over the debate's format and tone that the two candidates' advisors have exercised, a viewing audience that is estimated to reach 50 million will be able to take the first equal measure of both candidates. There can't help but be some spontaneity as these two very different men square off for their first face-to-face meeting on live television.

And where better than South Florida for their first encounter? Many of the state's voters are still up for grabs in the tight contest, and, like it or not, Florida played a painfully key role in the outcome of the 2000 presidential election. From a political standpoint, holding a debate in Florida might seem a natural choice. But if it hadn't been for the savvy and determination of Ms. Shalala and others who sought this event, it probably wouldn't have happened.

Historically, style and substance compete during the televised presidential debates, with the former often grabbing more of the limelight than the latter. One little gaffe or off-putting gesture can overshadow what a candidate stands for or proposes to do about the pressing issues of the day. Such shallowness is as lamentable as is the inordinate control candidates insist on having over shaping the debates these days. Viewers should take this opportunity to look beyond the two men's styles to listen to, and to assess, their answers to questions on foreign policy and national security, subjects of the debate.
