Africa partnership proposed

[Excerpt]

Peter McPherson, president of Michigan State University, announced Thursday at the World Food Prize symposium in Des Moines that the time has come to begin a new partnership for African development that will rival the Alliance for Progress, a 40-year-old development program in Latin America.

Great progress has been made in Latin America because of programs like the Alliance for Progress, said McPherson, who was a Peace Corps volunteer in Peru in 1963-64 and director of the U.S. Agency for International Development from 1981 to 1987.

"It is long-term development work that is central to making changes," McPherson said.

He said the African development partnership proposal has been backed by Alpha Oumar Konare , chairman of the Commission of the African Union and a former president of Mali.

Schwarzenegger has previously acknowledged his debt to his father-in-law, Peace Corps Founding Director Sargent Shriver, for teaching him "the joy of public service" and Arnold is encouraging volunteerism by creating California Service Corps and tapping his wife, Maria Shriver, to lead it.
