OUR VIEW

WHERE WE STAND

Sam Farr has had a lock on his job for good reason: He's an effective advocate for the Central Coast and gets things done.

ELECTION EDITORIAL

More than a quarter-century of Democratic leadership in the 17th District of the U.S. House of Representatives is not about to change on Nov. 2.

Congressman Sam Farr of Carmel has represented the tri-county area since 1993, focusing on three issues his constituents consider their priorities -- education, environment and the economy.

Barring a stunning reversal, a short list of challengers is not expected to make much more than a minor blip on the election radar screen.

Though the nation has gone from peace and prosperity to war and recession in the past three years, Farr has remained consistent in his message and motivation.

He remains vehemently opposed to the Bush administration's decision to invade Iraq and its subsequent plans of action. His votes against nuclear proliferation, weapons sales to countries that abuse human rights and in favor of international cooperation earned him high marks from California Peace Action.

In his district, Farr remains publicly critical of those resistant to clearing a wider path for building more affordable housing in Monterey County.

He supports the AgJobs bill, a bold, bipartisan (and White House-endorsed) proposal that seeks to solve part of the illegal immigration problem.

This year in Congress, he has introduced bills to:

# Establish a research program for the recovery of sea otters.

# Establish national standards for discharges from cruise ships into U.S. waters.

# Reinstate federal rules to require farms, in order to be certified as organic farms, feed their livestock with organic feed.

# Amend the Controlled Substances Act in defense of the medical use of marijuana.

# Increase U.S. capabilities to provide reconstruction assistance to war-torn countries.

Republican Mark Risley, a self-employed sports consultant from Pacific Grove, is Farr's principle challenger.

Risley is passionate about his campaign platform. He's running on a mantra of "tired of politics as usual." Risley wants to cut government waste, end the exportation of U.S. jobs, beef up homeland security, and take a firm but humanistic approach to illegal immigration. He also supports private-sector solutions for the ailing national economy.

Farr's credentials are too strong to overcome with respect to what he's done for the Central Coast. Re-elect him to Congress.

Governor Schwarzenegger praised the Peace Corps at the Republican National Convention: "We're the America that sends out Peace Corps volunteers to teach village children." Schwarzenegger has previously acknowledged his debt to his father-in-law, Peace Corps Founding Director Sargent Shriver, for teaching him "the joy of public service" and Arnold is encouraging volunteerism by creating California Service Corps and tapping his wife, Maria Shriver, to lead it.
