His job was to teach basic business principles to people who were still recovering from decades of communist rule.
Living conditions were harsh -- power and water service went out on a daily basis -- and he faced a lot of distrust from the Albanians.
Because of widespread violence after the collapse of nationwide investment schemes, the Lippses were airlifted along with other volunteers from the capital, Tirana, by U.S. Marines.
The experience did not dampen his enthusiasm for helping others, Lipps said. Since moving to Fort Collins in 1998, he's found opportunities to get involved in community projects through his church.
"There is definitely a lot of things that need to be done here," he said.
