Linnell has been involved in numerous community boards and organizations since moving to Fort Collins in 1976. He currently is on the board of the Health District of Northern Larimer County.
His wife, Sheri, also was a Peace Corps volunteer. She taught chemistry in Korea in 1966.
"Empowerment" is another key word, he said.
One of the goals of the program is to teach citizens of other countries how to do the work volunteers have been brought in to accomplish so they can do it themselves, he said.
The same concept carries over to community work at home.
