Roll Call, a newspaper that covers Capitol Hill, reported Monday that Congress changed election laws in the omnibus bill, without a single hearing or debate, to let members seeking state offices use federal money for their state campaigns.
That practice, common in the past, was banned by a campaign reform law approved in 2002.
Roll Call said that the authors of the campaign finance reform law were quite unhappy to learn about the change inserted in the spending bill, but congressional aides said it was requested by the Federal Election Commission, which an FEC spokesman confirmed. There had been some confusion over whether the change was intended or accidental in the writing of the law, Roll Call said.
Nussle is only one beneficiary. Others include Republican Sen. Kay Bailey Hutchison, who's interested in becoming governor of Texas and has millions squirreled away, and Democratic Sen. Chris Dodd, who's eyeing a run for governor of Connecticut. Running for governor is quite the trend among members of Congress right now.
