[Excerpt]
U.S. Rep. Sam Farr hopes a cruise ship waste bill he is sponsoring finds smoother sailing this year.
A measure was filed Thursday that would create a 12-mile-wide coastal zone where those ships would be barred from dumping waste. Beyond that zone, the waste would have to be treated before it is dumped into ocean waters.
Farr, D-Carmel, and U.S. Sen. Dick Durbin, D-Ill., unsuccessfully pushed the same bill last year.
"This year we’re introducing it early on in the session," said Farr’s spokeswoman Jessica Schafer. "We’re hoping that will give us time to gain momentum."
The legislation, known as the Clean Cruise Ship Act, also provides for whistleblower protections for ship workers who report infractions of the law. It applies to U.S. ocean waters and the Great Lakes. U.S. Rep. Chris Shayes, R-Conn., signed on as a GOP supporter of the bill.
The bill is based on protections in place in Alaska.
