Carroll creating structure to hire pro to improve county economy

MT. CARROLL - The Carroll County grassroots citizens' attempt to create and maintain a countywide development organization is advancing.

"We are on pace," said Dave Keiser, a Peace Corps Fellow who is working to develop a sustainable structure for the group.

Keiser is charged with forming a not-for-profit corporation. His goal is to complete the effort by July 4. The primary objective of the corporation is to hire a professional economic developer. The developer would work to develop and support economic growth while sustaining the positive qualities of rural life in Carroll County.
Articles of incorporation were filed with the state on April 11. A rough draft of the bylaws is complete and about 15 percent revised. Three different budgets are prepared. Five budgets are planned with different funding scenarios.

"We are setting the table for the initial board of directors to pick from," Keiser said. Sixteen people are to serve on the board, individuals selected on their skills in finance, development, human resources, law and real estate.

The Carroll County Economic Development Corporation's activities are to be outlined in a detailed business plan that Keiser said he hopes to complete by the first week in May.

Membership in the organization is to be open to any person interested in developing the county's economy, regardless of monetary contribution to the corporation.
Marketing is being planned by a committee that began by considering the question what do people see of the county, what are its assets, Keiser said. They include the beauty of its Mississippi River bluffs, affordable business start-up costs and quality of life, including friendliness of its people, safety and clean air.

The Carroll County Development Corporation has reserved the domain name, CarrollCountyedc.org.

County plans seminar
Keiser advised the County Planning and Development Committee about the work on the corporation when it met April 13. He expanded on his report in an interview with the Prairie Advocate.

Committee Chairman Cathy Brunner praised Keiser's efforts, explained that he attended committee meetings at 8 a.m. Monday-Friday and jokingly said she thought the county would keep him on for the next few months.

The county hired the Peace Corps Fellow through an agreement with Western Illinois University for $20,000 to work in the county for 11 months. He began in January.

The decision to hire a Peace Corps Fellow came after limited achievements by volunteers acting under various names during the past quarter century.
Many individuals and groups have asked Keiser for grant-writing assistance. He has declined. The work exceeds the duties assigned to him by the county.
