U.S. Rep. Sam Farr rarely grabs national headlines or pontificates on CNN.

But the Carmel Democrat’s labor doesn’t go unnoticed.

Farr is set to be honored with the "Democracy in Action" award by the liberal organization California Peace Action.

The congressman is being honored for his stands on the Iraq war, nuclear weapons and human rights, said Jon Rainwater, California Peace Action Executive Director.

Rainwater praised Farr for being one of the first in Congress to call for a withdrawal plan from Iraq.

"He took a stance when other members of Congress were saying, ‘It’s the president’s mess,’ " Rainwater said.

However, the group said even more critical is the nuclear weapons issue. It cited Farr’s efforts promoting non-proliferation of such weapons between the United States and Russia.

"We feel that is a big threat facing the United States — loose nuclear weapons," Rainwater said.

Another reason for the award: Farr’s push to limit U.S. troops in Colombia, he added.

Soldiers there are battling the cocaine trade, and Farr believes that effort should be balanced with more economic development.

"Every since his days in the Peace Corps in Colombia he has recognized the importance of human rights," Farr spokeswoman Jessica Schafer said. "California Peace Action is a human rights organization and he is honored to receive this award from them."

However, the congressman is not necessarily anti-military. He has fought to keep the Defense Language Institute and Naval Postgraduate School in Monterey from closing, as recommended by the Base Realignment and Closure Committee.

California Peace Action is a 35,000-member organization that opposes war and nuclear weapons as well as promotes human rights. It issues an annual report card on the California congressional delegation. Democrats generally get high marks, while Republicans tend to get lower grades from the group.

The award will be presented at 6 tonight at a reception at the Veterans Memorial Building in Santa Cruz.
