I was cheated by a person or a group persons who asked money in CFA currency. I do not where is the country using that money. The chronologies of the bad experience as follow. First I received an email like that.

We are organizing a global youths combined conferences taking place from February 23-25 2006 at California in the United States and in Guinea-Bissau, from March 2-4 2006.In our request to invite people from various countries around the world, I went in search of e-mails on the web site as a means of contacting youths and organizations .As a result, I picked your e-mail from an NGOs website. If you are interested to participate and want to represent your country, you may contact the secretariat of the organizing committee for details and information. You may inform them that you were invited to participate by a friend of yours (Theodora Brown), who is a member of the American Youths 4 Peace and a staff of (WORLD YOUTH ORGANIZATION FOR HUMAN WELFARE). I believe that we may have the opportunity to meet if you may be willing to participate in this event. You can also inform youths & NGOs in your country about these conferences. The benevolent donors of the Organizing Committee will provide round trip air tickets and accommodation for the period of participants stay in the U.S., to all registered participants.
If you are a holder of a passport that may require a visa to enter the United States of America, you may inform the conference secretariat at the time of registration, as the organizing committee is responsible for all visa arrangements and travel assistances. After long correspondence, I and my group were accepted to the conferences, we had to paid half of the booking payment. There were 3 hotels, 2 of that was full. The available hotel only Souptown hotel. The rate for family room suite hotel was US$185 or CFA 197,000. Half payment for four night was around CFA 200,000, but he said only 200 CFA.

I was sent 200,000 CFA, but he said only 200. After I sent full payment booking he said like that

I acknowledge receipt of the hotel booking confirmation for members of your group, sent from Souptown Hotel of Guinea Bissau. The booking receipt forwarded to me is a part payment receipt, which is different from the confirmation receipt received from other groups from other countries. I am afraid; the Attorney responsible for visa support letters has doubts if members of your group intend to participate in both conferences.
I advise you to contact the management of the selected hotels in Guinea Bissau and make a full payment for your five days period of stay in Guinea Bissau, to enable them send us a full payment receipt for the booking for your team.
You are therefore advised to forward the full payment hotel booking confirmation receipt to the conference secretariat via: info@icorcar.org
I am looking forward to receive the fully paid confirmation receipt of the hotel booking for all members of your group, then I will forward the visa application letter for members of your group to the Attorney responsible for visa support letters for the approval of your visas.

Dear Applicants,
By the request of Dr. Melvin Underwood (Chairman of the Organizing committee) of the International Conference against Racism and child abuse, I forward to you the U.S Non-Immigrant visa Application Form, because I have been notified of the visa approval for members of your group by the State Department .
The Non Immigrant visa for all members of your group will be issued at the American Embassy in your country located at Jl. Merdeka Selatan No. 5, Jakarta Pusat.
The visas will warrant your group members to travel from your country to a port of entry in the United States. Most often that port of entry will be the airport where you will land. The U.S. Department of State, Bureau of Consular Affairs has already approved the visa support letter for all members of your group. U.S Department of State Bureau of Consular Affairs stated that they want to be satisfied that you intend to honor the terms of the visa by returning home, after your participation at the conference in United States and Africa.
The Department of States, clarified that, the Non Immigrant Visa for all members of your group will be secured after your visit to the U.S. Embassy but at the same time, they need to be sure that members of your group are coming here for legitimate purposes, business, tourism, education. Since you are coming to the United States for a legitimate purpose, to participate in the international conference, visa approval for all members of your group will neither be denied nor delayed. So they had demanded that each member of your delegation must make a refundable deposit of $500 to the
treasurer of the donor committee of the International Conference on Racism and Child Abuse (ICORCAR) here in the United States.
The refundable deposit of $500 each will be refunded to each member of your group at the Airport during your boarding of the flight to Africa to participate in the conference against child abuse.
This condition is just to check the alarming rate of contemporary illegal immigrants in the United States of America.

I become suspicion after I checked the two other hotel. There was no hotel like he mention before. So I wrote to get it back the money and I wrote like this.

Due to, so many problem in my country, I have told to the organizing commitee of the conferences that I and the members of Delegation of Indonesia withdraw from participation in the conferences. Therefore looking at the refund policy that you had made (90% of the total payment will be refunded to the group or money back to me. Thank you. Waiting for the money back.

The management hotel then no respond, because no email adresses existence. Becareful do not send any money, when someone you never met before asked it.

Hey, I thought I was the only one to get this letter. I am glad, that due to providence, I was able to open this site and read your experience. And therefore I was saved. I advise everybody, until and unless you do not know the person, have not seen the person, do not carry on any negotiation, especially where money and heart is concerned. This must be a vicious circle, and somehow they will trap you in the net. They move as friends & wellwishers, so do not believe them, they may not be from the country they pose to be, they can be from your country too. Once we deny them this money, they will automatically break. This is our togetherness that hand in hand, we break their evil plan. Remember every document must have an original signature and the emblem and seal of the Embassy. Dont cry over spilt milk, but make others aware of this situation, so that they dont fall into any trap. If possible inform all the NGO's, organizations working with the Youth and I think that our Youth will be saved. This Conference is to be held from 3rd to 6th May In USA and 8 to 11th in Bissau. The person who sent this invitation and who is recommending the client her/his name is Ben Martins. These are not their actual names. You will also notice that they do not have a subject in their letter, it always has Re... So friends be aware.

What a scam, i got this same letter and was about sending my details as it appears in my passpot. I got back to my pc to get their phone as to reach them, copied and pasted icorcar in google search what did i see, warnings pls thank you brothers and siters God will bless and save us all.
