Distinguishing one right from another

Serving in the Peace Corps is a privilege not a right. Mr. Volkart has the right to his opinions and to express those opinions. If he wants to connect them to his service in the Peace Corps and go public with them, then he should buy his own ticket to Morocco. As an RPCV who served in the South Pacific, I am confused and concerned at the offer for him to serve there instead. Can someone please enlighten me to the rationale behind that decision?
