When the founders of RepresentAction commited to develop a Haiti Volunteer Corps they turned to the Best and Brightest. Members of the Board of Directors of RepresentAction met on Friday, March 11, 2005, with William Haddad, one of the co-founders, along with John F. Kennedy, Robert Kennedy and Sergeant Shriver, of the Peace Corps to prepare the launch of The RepresentAction Volunteer Corps.

Mr. Haddad served as a founder, Associate Director and Inspector General of the US Peace Corps and the national poverty program (OEO). He served as an assistant to both Robert and Jack Kennedy. He was campaign manager for Mario Cuomo’s first campaign for Governor. He was appointed Secretary-General of a U.N. cabinet level conference to highlight development programs for “third world” nations. Background Information on William F. Haddad

In the United States, the media refers to William “Bill” Haddad as the “father of the generic industry.”

He initiated and negotiated the Drug Price Competition and Patent Restoration Act (“Hatch-Waxman”) that helped to create the modern generic industry. He was instrumental in the passage of the U.S. “Orphan Drug Act” to reward companies for discovery of medicines for small patient populations.

He headed a team that created the New York Green Book, which became the FDA’s “Orange Book.” His hearings led to the first repeal of the anti-substitution laws that had effectively prevented use of generic medicines for two decades. Using state and foundation grants his team systematically helped other states repeal their anti-substitution laws. Within a few years, all states had repealed their anti-substitution laws.

Using New York State’s subpoena power, his team learned 160 essential medicines were off patent without competition and set in motion forces to discover “why.” The team also helped to design New York State’s program to provide low cost medicines for senior citizens, one of the first programs in the nation. The team also discovered enormous price discrepancies paid for identical prescription medicines by various cities and communities in the State and they designed and helped to implement a statewide prescription drug purchase program that negotiated uniform lower prices for all communities.

The long time Chairman/CEO of the Generic Pharmaceutical Industry Association, Mr. Haddad was CEO of Schein’s manufacturing operations in Danbury, Conn. and Carmel, New York; he also served as vice chairman of the parent corporation. In 1994, Mr. Haddad formed his own company, the United States Research and Development Corp. and five years later its subsidiary, Biogenerics, Inc. (generic biotech). His Russian subsidiaries operate as MIR. He has assisted EBRD, IFC, OPEC and Harvard Medical International in evaluating pharmaceutical facilities in various countries.

The U.S. Congress appointed Mr. Haddad to the Prescription Drug Review Commission. He created the “memorandum of understanding” between the former Soviet Union and the U.S. that permitted FDA approvals to be summarized for Russian approval. He was appointed to serve on a U.S. team working with China on pharmaceutical issues in preparation for China’s entry into the World Trade Organization.

In 2000, Mr. Haddad volunteered to help organize the campaign to reduce the price of AIDS medicines then priced in the developing world at $12-15,000 a year, effectively blocking their use. Currently the cost of a year’s treatment is approximately two hundred dollars and under certain circumstances $140 per year. The lowered prices were cited by President George Bush in his 2003 State of the Union message as creating the moral imperative for the United States to contribute fifteen billion dollars to help curtail the AIDS pandemic.

In 2002, Mr. Haddad, at the request of the World Health Organization, organized the world’s AIDS drugs manufacturers into an association; currently Mr. Haddad serves as its “facilitator.” He recently organized the Generic Biotechnology Association.

Non Pharmaceutical Background
As the head of a team of investigative reporters at the New York Herald Tribune, Mr. Haddad exposed Pfizer’s tetracycline cartel that prevented the sale of the so-called “miracle drugs” in Latin America. Colombia “cooperated” in uncovering the secret minutes of the cartel’s actions leading to the mysterious “Pluto” in Venezuela who produced a second set of the cartel’s secret negotiations. After the expose the cartel ceased to exist and its members fined $200,000,000.

Mr. Haddad won eleven journalism awards at the New York Post and Herald Tribune mostly for exposes of political corruption and of slum landlords. He joined two organized crime controlled companies to expose the Mafia influence in concrete. He won an award for boarding a burning aircraft carrier to report his story. He learned about Watergate six weeks before the break-in and notified the Democratic National Committee…and investigative columnist Jack Anderson… of the possible wiretap at the Democratic National Committee. Most of the Nixon staff books on Watergate (Thompson, Halderman) cite Mr. Haddad’s early discovery as one Watergate’s
unsolved mysteries.

He created the “Manhattan Tribune” and served as co-publisher with Roy Innis. The weekly newspaper, serving Manhattan and Harlem, in addition to investigative reporting, news and columns, served as a forum for white and black viewpoints on key issues. The “Tribune” also conducted a night school to train minority reporters with a voluntary staff drawn from New York City newspapers.

In business, Mr. Haddad created a business dedicated to the private management of public enterprise with programs in twenty-nine states; he served as its chairman and CEO. The corporation also operated “quick learning” schools with local boards of directors drawn from the business community to train minority workers for employment. A special business-labor sponsored program was designed to train transient farm workers for factory employment at union wages. A publishing division of the corporation developed adult books especially designed to upgrade language and math skills for adults who failed to complete preliminary education. The California subsidiary was chaired by the publisher of the Los Angeles Times; the Republican Lt. Governor and the Democratic Assembly leader served as vice chairpersons.

Mr. Haddad headed a New York legislative committee with subpoena power. One of is investigations led to the discovery of the minutes of the Uranium cartel. Since the State’s subpoena power could not reach nationally, Mr. Haddad joined with then Congressman Gore to hold joint Congressional and State hearings that led to ending the cartel.

In government, Mr. Haddad served as a founder, Associate Director and Inspector General of the US Peace Corps and the national poverty program (OEO). He served as an assistant to both Robert and Jack Kennedy. He was campaign manager for Mario Cuomo’s first campaign for Governor. He was a U.S. delegate to the signing of the Israel-Palestine Peace Accords in Cairo and until the outbreak of the recent violence, he and several business executives were appointed by the State and Commerce Departments to work with the Palestinian Authority. In 1999, he was named “Man of the Year” by the American Community College Association for his civil rights work in the south and his contribution to lowering the cost of medicines.

Mr. Haddad was a Member of the New York City Board of Education and taught at Sarah Lawrence College in Bronxville, New York. He served as Vice Chairman of the New York Board of Trade.

Mr. Haddad is the author or editor of four books (black economic development, models for use of manpower and resources for third world development, the father in divorce and on John Z. DeLorean and Belfast) and numerous articles.

Director Vasquez announced the temporary suspension of the Peace Corps program in Chad on April 14 and that all 29 Peace Corps volunteers have left the country. With a program dating back forty years (See Page 4 of the April 1966 "Peace Corps Volunteer"), RPCVs hope that volunteers can return to Chad as soon as the situation has stabilized. The Ashland Daily Tidings reports that Peace Corps has blocked their request for information on the Volkart case. "After the Tidings requested information pertaining to why Volkart was denied the position — on March 2 — the newspaper received a letter from the Peace Corps FOIA officer stating the requested information was protected under an exemption of the act." The Dayton Daily News had similar problems with FOIA requests for their award winning series on Volunteer Safety and Security.
