Ghana RPCV Darrell Dearborn named interim community development director for Pinole
Darrell Dearborn was senior deputy city manager of San Jose from 1989 to 2003. There, he oversaw the expansion of the San Jose Ice Center and negotiated an agreement with the San Jose Sharks hockey team for the naming rights of the San Jose Arena, according to a résumé on file with the city. Dearborn also oversaw the development of two campuses of networking-equipment maker Cisco Systems; development of the central library, a joint project of the city and San Jose State; and the expansion of the Hayes Conference Center. He also worked on a request for proposals to privatize San Jose's municipal water system and negotiated an agreement with the Golden State Warriors basketball team in the 1990s to play two seasons in San Jose and an agreement in the early 1990s with the San Francisco Giants baseball team to move to San Jose that was undone by the defeat of a ballot measure.

Pinole welcomes interim director of development

Pinole has hired a longtime San Jose official to be its interim community development director.
Darrell Dearborn was senior deputy city manager of San Jose from 1989 to 2003. There, he oversaw the expansion of the San Jose Ice Center and negotiated an agreement with the San Jose Sharks hockey team for the naming rights of the San Jose Arena, according to a résumé on file with the city.
Dearborn also oversaw the development of two campuses of networking-equipment maker Cisco Systems; development of the central library, a joint project of the city and San Jose State; and the expansion of the Hayes Conference Center. He also worked on a request for proposals to privatize San Jose's municipal water system and negotiated an agreement with the Golden State Warriors basketball team in the 1990s to play two seasons in San Jose and an agreement in the early 1990s with the San Francisco Giants baseball team to move to San Jose that was undone by the defeat of a ballot measure.
Dearborn also worked on San Jose's budgets.
Pinole interim City Manager Charlie Long said Dearborn will play an important role in a performance review of the Pinole Redevelopment Agency that began in mid-October and is expected to take three months.
Elizabeth Dunn, who served briefly as community development director, will return to her previous position as planning manager.
Dunn said the decision was hers and that she made it for personal and professional reasons. She became community

development director as the result of a citywide staff reorganization during the summer, she said.
Earlier, Dearborn was director of personnel and labor relations in Salem, Ore., where he managed the city's retirement system and negotiated with the fire and police bargaining units; and deputy city manager for management and budget for Fresno.
A 1967 graduate of San Jose State, Dearborn began his career with the Peace Corps in Ghana. He was an analyst with San Jose in the 1970s. He earned a master's degree at Cal State Hayward in 1974.
After his stint as San Jose's senior deputy city manager, Dearborn was interim redevelopment director in Seaside. In 2006 and 2007, he was a consultant for San Jose, where he evaluated the management of the city's fire department, helped prepare the city for arbitration with its fire union and worked on a five-year staffing plan for the police department.
Most recently, he was an appointee to the San Jose Mayor's General Fund Budget Advisory Group.
Dearborn's first day at work for Pinole was Monday.
