Mr. Carroll was born in Washington, D.C. on December 4, 1945. He is a 1967 graduate of Lehigh University, earning a B.S. in Engineering Physics. Following service in the Peace Corps in Afghanistan, he attended Northeastern University School of Law. He received his J.D. from Northeastern in 1974 and was admitted to the New Jersey Bar that same year. He completed a judicial clerkship with the Honorable John F. Lynch in the Appellate Division of Superior Court, and then served for seven years as Counsel to the New Jersey School Boards Association.
Mr. Carroll entered private practice in 1983, specializing in the representation of boards of education. Over a seventeen year period, the firm he founded had evolved into Carroll, Weiss & Josephson, a five-attorney firm representing over twenty boards of education in all aspects of school law and public sector labor law. In 2000, the firm merged with Parker, McCay & Criscuolo. Mr. Carroll is the Shareholder in charge of the firm's Lawrenceville office.
Mr. Carroll's practice focuses on the representation of boards of education in all matters affecting their operations, including public contracts, construction law, special education, tenure and personnel issues, litigation and general legal representation. He is a frequent speaker on all aspects of school law and is a member of the New Jersey Association of School Attorneys and the National Council of School Attorneys. He is admitted to practice before all state and federal courts in New Jersey as well as before the Third Circuit Court of Appeals and the United States Supreme Court.
