With the attention drawn by Mayor Kevin Johnson’s movement to change the city charter and increase the powers of his office, The Union felt it was only appropriate to take a brief look at a few of Sacramento’s mayors and how they worked to better the city.

Joe Serna Jr. (1939-1999)
Considered one of Sacramento’s most popular mayors, Joe Serna Jr. served the city in this capacity from 1993-1999.
Serna, who was the son of migrant farm workers, worked to revitalize downtown Sacramento and renamed the park across from City Hall Cesar Chavez Plaza.
In 2001, in honor of the life of Serna, the 25-story Cal EPA Building at 10th and I streets was renamed the Joe Serna Jr. EPA Building.
