Schutten was recruited by the Board of Supervisors in 1999, coming from Minnesota. He has served in the public sector for more than four decades, ranging from the Peace Corps in Nigeria to executive management positions across the country.

Sacramento County chief executive Terry Schutten said Tuesday he will retire at the end of the year after serving 10 years in the top position.
Schutten acknowledged "difficulty" leaving as the county faces severe budget cuts, prompting about 800 hundred layoffs and greatly impacting social service programs.
"We have weathered a budget storm that included cuts of more than $200 million, and we still have much more to do," he said in a news release. "We are still in cutback mode. Our dedicated work force is already bracing for next year."
Schutten has not announced his future plans.
Susan Peters, chairwoman for the Board of Supervisors, said Schutten's job got harder as the economy grew worse.
"Leadership is always easier when the money is flowing and programs are expanding," she said. "Terry paved the way for innovative services and programs during the good times, but stepped up with very difficult decisions during the most challenging of times."
Schutten was recruited by the Board of Supervisors in 1999, coming from Minnesota. He has served in the public sector for more than four decades, ranging from the Peace Corps in Nigeria to executive management positions across the country.
