Annette M. Richter bought a four-bedroom, 3.5-bath home at 1825 Swann St. N.W. in Dupont Circle from Stephen J. Curran and Laura L. McClure for $1.245 million on March 16.

Curran and McClure paid $980,000 for the property in Oct. 2003. The 2,556-square-foot house was built in 1905 is in the Dupont Circle Historic District subdivision.

Richter is a program officer and monitoring and evaluation officer at the Millennium Challenge Corp., a U.S. government agency designed to work on poverty reduction in the world through sustainable economic growth.

She previously was a consultant for the World Bank Human Development network, an economic development facilitator for Peace Corps Honduras, and an intern in the Executive Office of the President.

She received an M.P.A. in international development from the Kennedy School of Government at Harvard University in 2005 and received an advanced B.A. from the Woodrow Wilson School at Princeton University in 2000.

According to BlockShopper.com, there have been 51 home sales in Dupont Circle during the past 12 months, with a median sales of $953,000.

Support Independent Funding for the Third Goal The Peace Corps has always neglected the third goal, allocating less than 1% of their resources to "bringing the world back home." Senator Dodd addressed this issue in the "Peace Corps for the 21st Century" bill passed by the US Senate and Peace Corps Director Ron Tschetter proposed a "Peace Corps Foundation" at no cost to the US government. Both are good approaches but the recent "Comprehensive Assessment Report" didn't address the issue of independent funding for the third goal at all.

Issues raised include the independence of the Peace Corps, political appointments at the agency, revitalizing the five-year rule, lowering the ET rate, empowering volunteers, removing financial barriers to service, increasing the agency's budget, reducing costs, and making the Peace Corps bureaucracy more efficient and responsive.
