She was a Peace Corps volunteer in Liberia where she taught mathematics to students and teachers, established a newspaper and coached track.

Barbara Ferguson Kamara will be the speaker on April 25th at the 3:00 p.m. service in celebration of the 140th anniversary of Gregory Congregational United Church of Christ.
She is a Senior Fellow at the Georgetown University Center of Health and Education at Georgetown University. Ms. Kamara provides leadership for the principals and administrators component of the D.C. Excellence in Teaching Partnership.
In May of 2008, she retired as the Administrator of the District of Columbia Office of the State Superintendent of Education's Early Care and Education Administration.
President Carter appointed her associate commissioner in the Department of Health and Human Services where she was responsible for the National Head Start Program, the Appalachian Regional Commission child development programs, child care regulations, and research and demonstration programs. She was a Peace Corps volunteer in Liberia where she taught mathematics to students and teachers, established a newspaper and coached track.
Ms. Kamara has received several hundreds awards in recognition of her work in early care and education and for her work in the community.
She is a graduate of Johnson C. Smith University and Bank Street College of Education.
Ms. Kamara grew up in Gregory Church. She is now an active member of Faith United Church of Christ and a member of the Board of Directors of the Central Atlantic Conference and Potomac Association of the United Church of Christ. She is the Region III President of the United Black Christians of the United Church of Christ.

Support Independent Funding for the Third Goal
The Peace Corps has always neglected the third goal, allocating less than 1% of their resources to "bringing the world back home." Senator Dodd addressed this issue in the "Peace Corps for the 21st Century" bill passed by the US Senate and Peace Corps Director Ron Tschetter proposed a "Peace Corps Foundation" at no cost to the US government. Both are good approaches but the recent "Comprehensive Assessment Report" didn't address the issue of independent funding for the third goal at all.
Memo to Incoming Director Williams
PCOL has asked five prominent RPCVs and Staff to write a memo on the most important issues facing the Peace Corps today. Issues raised include the independence of the Peace Corps, political appointments at the agency, revitalizing the five-year rule, lowering the ET rate, empowering volunteers, removing financial barriers to service, increasing the agency's budget, reducing costs, and making the Peace Corps bureaucracy more efficient and responsive.
