Turkmenistan RPCV Ginny Ramseyer Winter, MSW and Staley McCartney will present the program "A Responsible Approach to the Issue of Population"
Winter has been working in sexuality education for seven years and as a sexuality trainer for the past three. She earned her bachelor's of social work at the University of Kansas and her master's of social work at the University of Michigan. In addition to working for Planned Parenthood of Middle and East Tennessee, Winter served in the US Peace Corps as a health educator in Turkmenistan.

The next meeting of the Women's Interfaith Dialogue is at 2 p.m., Nov 1, at Grace Covenant Church, 100-C Adams Lane, Oak Ridge. Ginny Ramseyer Winter, MSW and Staley McCartney will present the program "A Responsible Approach to the Issue of Population." They will be discussing birth control methods in the United States as well as abroad.
Winter has been working in sexuality education for seven years and as a sexuality trainer for the past three. She earned her bachelor's of social work at the University of Kansas and her master's of social work at the University of Michigan. In addition to working for Planned Parenthood of Middle and East Tennessee, Winter served in the US Peace Corps as a health educator in Turkmenistan. McCartney has a bachelor's of social work and is a master's of social work candidate at the University of Tennessee. She has worked with Project Grad at Lonsdale Elementary and taught sexuality at a high school in Mexico during a semester abroad. McCartney is also a Aquatics Programming Graduate Assistant at UTand was a four-year letterman with the Lady Vols Swimming and Diving Team.
The mission of Planned Parenthood of Middle and East Tennessee is to provide health care services and educational programs that enhance people's ability to manage their reproductive and sexual health. Planned Parenthood has offered these services throughout the region for more than 40 years. The Education and Training Department is known for its high-quality programming and professional staff, providing prevention education through relationships with more than 100 organizations.

| Support Independent Funding for the Third Goal The Peace Corps has always neglected the third goal, allocating less than 1% of their resources to "bringing the world back home." Senator Dodd addressed this issue in the "Peace Corps for the 21st Century" bill passed by the US Senate and Peace Corps Director Ron Tschetter proposed a "Peace Corps Foundation" at no cost to the US government. Both are good approaches but the recent "Comprehensive Assessment Report" didn't address the issue of independent funding for the third goal at all. |

Issues raised include the independence of the Peace Corps, political appointments at the agency, revitalizing the five-year rule, lowering the ET rate, empowering volunteers, removing financial barriers to service, increasing the agency's budget, reducing costs, and making the Peace Corps bureaucracy more efficient and responsive.
