House vote puts draft rumors to rest

WASHINGTON — Wisconsin lawmakers joined other House members Tuesday in an overwhelming 402-2 vote to reject legislation that would reinstate the military draft by establishing mandatory public service for young men and women.
House Republican leaders called for the vote without advance notice in an attempt to put to rest growing rumors that the Bush administration plans to restore the draft immediately after the Nov. 2 election.
“I think one reason for it certainly, there has been sort of a whisper campaign by some — because it’s campaign season — to suggest to folks that there are plans for a draft,” said Rep. Mark Green, R-Hobart.
Questions about reinstatement of the military draft constantly come up whenever Rep. Paul Ryan, R-Janesville, visits local high schools.
“Among young people there is a growing urban legend out there that the draft is about to be reinstated and it’s just flatly untrue,” said Ryan.
The author of the bill — Rep. Charles Rangel, D-N.Y. — criticized Republicans for bringing up the measure without hearings.
Rangel and other Democrats said the extensive use of National Guard and reserve units in Iraq and Afghanistan have created a back-door draft.
Rep. Tom Petri, R-Fond du Lac, said, “It’s not necessary, the military doesn’t want it, the public doesn’t want it, Congress and the president don’t want it.”
