Gov. Arnold Schwarzenegger said Wednesday he will expand state government's role in encouraging volunteerism by creating a California Service Corps and tapping his wife, Maria Shriver, to lead it.

The announcement comes as Schwarzenegger prepares for next week's Republican National Convention, where, in a nationally televised speech to promote President Bush's re-election, the governor is expected to touch on his own evolution from celebrity volunteer to politician.

It also signals Shriver's continued emergence as a political force months after her husband's rise to office curtailed her television journalism career. As honorary chairwoman of the service corps, advisers said, she will take the leading role in a campaign by the administration to encourage more Californians to volunteer money and time to individual causes.

The service corps is one of several projects Shriver has quietly pursued for months. She also had advocated unofficially for a statewide garage sale, through which Californians could raise money to help pay for state services affected by budget cuts.

That concept has yet to be fully developed, but on Wednesday, Schwarzenegger announced a sale of surplus state property to be held this Friday and Saturday in Sacramento and also online through eBay.

The service corps represents a tip of the hat to Shriver's Democratic parents, whose ties to volunteerism date back to the 1960s, when Eunice Kennedy Shriver founded the Special Olympics and Sargent Shriver, tapped by his wife's brother, President John F. Kennedy, became founding director of the Peace Corps.

Schwarzenegger's own link with Special Olympics began his involvement with various children's causes, and in speeches he also often credits his father-in-law for encouraging him to get involved in causes.

The California Service Corps' Web site, www.csc.ca.gov, already up and running, features a logo of a cartoon bear, dumbbell in hand, nicknamed "Sarge the Bear" - a tribute to Shriver's father, who has been diagnosed with Alzheimer's disease.

Maria Shriver was not available for comment. Spokeswoman Terri Carbaugh said the service corps is "really about empowering Californians to answer the call for service."

"California is suffering a very severe budget crisis," Carbaugh said.

"In areas where the budget can't fulfill the need, we want people to step in and fill the void." That could include helping teachers pay for classroom supplies they would otherwise buy themselves.

The service corps, created by executive order, replaces California's GOSERV agency, which was created in 2002 mostly to administer state grants for paid federal volunteer programs such as AmeriCorps.

Its administrative budget remains the same - about $1.8 million in federal and state funds.

GOSERV's executive director, Marie Moretti, a Schwarzenegger appointee, will remain in her position under the new system but said the scope of her job will expand, to encourage more public-private partnerships and serve as a resource for Californians trying to connect with charitable groups in their area.
