Government
* Department of Commerce – Commerce will coordinate interagency and private sector participation and planning for the DFI. In addition, Commerce will lead the development of the key objectives for each of the DFI partner countries.
* State Department – State will lead efforts to develop and promote a business friendly regulatory environment in DFI beneficiary countries.
* USAID – USAID will direct in-country implementation and in-country teams composed of both public and private sector individuals will manage the key aspects of the DFI.
* USA Freedom Corps – Freedom Corps, through its Business Strengthening America, initiative will serve as a key catalyst for private sector engagement and promote and facilitate the input of volunteers to the DFI.
* Peace Corps – The Peace Corps will train and equip Volunteers in the respective countries who require laptops and other technology to perform their service duties.
Private Sector
Achieving the objectives of the DFI will require substantial support from the private sector. President Bush and Secretary Evans will lead the call for private sector engagement through contribution of resources, support, consultation and guidance. The DFI will build a new and innovative framework that focuses on leveraging U.S. business activities and interests particularly in related ICT applications that will stimulate economic growth and entrepreneurism. This approach embraces market forces, the power of technology and the strength of American volunteerism and business leadership. The initiative provides U.S. business entities an opportunity to voluntarily invest their resources with the expectation that market demand will essentially increase DFI beneficiary nations.
