Alberto Ibarguen announces $2.5 million grant to Inter American Press Association's IAPA Project Impunity -- a program that has put 82 killers of Latin American journalists behind bars

Project Impunity funds IAPA's "rapid response unit" of reporters who investigate the circumstances of a journalist's murder. Their reports, and cold-case murders, are publicized in an ad campaign with 800 newspaper participants in the hemisphere. "This project works," Ibarguen said. "There are 82 people in jail today, including masterminds, because of Project Impunity." The so-called "impunity rate" of unsolved or unprosecuted murders of journalists in Latin America has fallen to 57% from 79% since the project started in 1995. Alberto Ibarguen was publisher of the Miami Herald and served as a Peace Corps Volunteer in Venezuela in the 1960's.

MIAMI The Inter American Press Association's IAPA "Project Impunity" -- a program that has put 82 killers of Latin American journalists behind bars -- will continue for another four years, thanks to a big grant from the John S. and James L. Knight Foundation.

Foundation President Alberto Ibarguen, a former Miami Herald publisher who started the impunity project at IAPA, announced the four-year, $2.5 million grant during the association's annual meeting in Miami. Since 1995, the Knight Foundation has donated $7.7 million to Project Impunity.

"There are 82 people in jail today, including masterminds, because of Project Impunity."

The so-called "impunity rate" of unsolved or unprosecuted murders of journalists in Latin America has fallen to 57% from 79% since the project started in 1995.

"Let's remember that not long ago, in the 1980s, when a journalists was killed in Latin America, nothing was done, nothing," he added. "While there is still work to be done with the impunity rate, it means that when a journalist is killed, justice is possible."

Dodd vows to filibuster Surveillance Act Date: October 27 2007 No: 1206 Dodd vows to filibuster Surveillance Act
Senator Chris Dodd vowed to filibuster the Foreign Intelligence Surveillance Act that would grant retroactive immunity to telecommunications companies that helped this administration violate the civil liberties of Americans. "It is time to say: No more. No more trampling on our Constitution. No more excusing those who violate the rule of law. These are fundamental, basic, eternal principles. They have been around, some of them, for as long as the Magna Carta. They are enduring. What they are not is temporary. And what we do not do in a time where our country is at risk is abandon them."

"People will say it's terrorism. But are there any terrorists in the world who can change the American way of life or our political system? No. Can they knock down a building? Yes. Can they kill somebody? Yes. But can they change us? No. Only we can change ourselves. So what is the great threat we are facing? I would approach this differently, in almost Marshall-like terms. What are the great opportunities out there - ones that we can take advantage of?" Read more.

He served with honor Date: September 12 2006 No: 983 He served with honor
One year ago, Staff Sgt. Robert J. Paul (RPCV Kenya) carried on an ongoing dialog on this website on the military and the peace corps and his role as a member of a Civil Affairs Team in Iraq and Afghanistan. We have just received a report that Sargeant Paul has been killed by a car bomb in Kabul. Words cannot express our feeling of loss for this tremendous injury to the entire RPCV community. Most of us didn't know him personally but we knew him from his words. Our thoughts go out to his family and friends. He was one of ours and he served with honor.
