To allow an exception would jeopardize that continued free-flow of personnel to those areas of the world who could most benefit from Peace Corps presence. Some government policies makes sense, and this is one of them.

I don't think HIV is a "disability." It's a communicable disease that puts others in close contact with the patient in some risk of contracting HIV and developing AIDS, an invariably fatal condition, themselves.
Central to the issue, the Peace Corps enjoys unfettered access to many countries because it specifically warrants to those countries that its representatives are free from HIV/AIDS.
To allow an exception would jeopardize that continued free-flow of personnel to those areas of the world who could most benefit from Peace Corps presence. Some government policies makes sense, and this is one of them.
