Tom Murphy, a senior fellow at the Washington-based Urban Land Institute, saw similar changes during his 12 years as mayor of Pittsburgh. From 1978 to 1985, the Pennsylvania city lost 150,000 manufacturing jobs - primarily in the steel industry - and faced a serious identity crisis, Murphy said. "Any municipality in America that has a manufacturing base ought to be thinking about a contingency plan, given the global economy today," he said. Thomas Murphy, Jr., former Mayor of the City of Pittsburgh, PA , served as a Peace Corps Volunteer in Paraguay in the 1970's.

3M Co. is selling the rest of its campus on the East Side of St. Paul, bringing to close a nearly century-old relationship between the Maplewood-based industrial products giant and Minnesota's capital city.

Tom Murphy, a senior fellow at the Washington-based Urban Land Institute, saw similar changes during his 12 years as mayor of Pittsburgh. From 1978 to 1985, the Pennsylvania city lost 150,000 manufacturing jobs - primarily in the steel industry - and faced a serious identity crisis, Murphy said.
"Any municipality in America that has a manufacturing base ought to be thinking about a contingency plan, given the global economy today," he said.
Murphy said cities should switch their focus to other types of jobs, including creative industries. And that means making the city a better place to live and work - in other words, improving the quality of life.
"It's not about natural resources. ... That's not going to be the determining factor anymore," he said. "What this does is, it either knocks a city back or it forces a city to engage in a critical process of evaluating their strengths."
