PC does not do random HIV testing, PCVs are tested during the application process and upon close of service. If he was tested, there was a reason. If he were bathed in blood in an automobile accident, being bitten by a monkey that soon died, or contracted HIV via a host country medical hospital visit he most likely would have been put on ARVs and allowed to stay in country. Contracting HIV is grounds for medical separation, and he was probably told this about 500 times in his tenure as a volunteer. In fact, unprotected/risky sex is enough to get an administrative separation. He knew the rules, broke them and is now trying to change the game. PC does an excellent job in it's HIV prevention work, and PCVs need to continue to lead by example.

Don't laugh, both of those cases happened when I was in West Africa.
As a returned PCV, I can say I am dumstruck by his actions. Contracting HIV is grounds for medical separation, and he was probably told this about 500 times in his tenure as a volunteer.
