Dodd calls for 'surge of diplomacy' on Iraq
"Let me be clear -- hope alone will not wipe away the damage to America's moral authority these last six years," Dodd said. "Hope alone will not bring our allies back to our side. Hope alone will not restore America's leadership." Dodd said McCain's recent visit to Iraq underscored the argument that the war is failing. The Arizona Republican toured a market guarded by hundreds of troops and hovering helicopters. Shortly after that visit, "21 Shia workers from that same market we ambushed, bound and shot to death north of the capital," Dodd said. In making a bid for the White House, Dodd stresses his experience in the Senate dealing with foreign policy issues -- experience he said sets him apart from his rivals. "Like never before, we need a president who is ready to lead from day one," he said. "There will not be a single day, a single moment for on-the-job training." Dodd calls for 'surge of diplomacy' on Iraq
DES MOINES, Iowa (AP) -- Sen. Chris Dodd, D-Conn., called for more diplomacy in Iraq on Wednesday and criticized Sen. John McCain's support for sending more troops there to quell the violence.
Dodd, who is running for president, sought to contrast his position from fellow candidate McCain, R-Ariz., who gave a speech earlier in the day outlining his support for the war.
"No one questions Senator McCain's patriotism. He is a war hero and a friend. But like the president, he is wrong," Dodd told about 200 members of a Des Moines foreign policy study group Wednesday night.
"We don't need a surge in troops in Iraq -- we need a surge in diplomacy," Dodd said. "The Bush-McCain doctrine is not succeeding."
The war in Iraq has divided Democratic presidential candidates, and Dodd was challenging his rivals to join him in pushing for a troop withdrawal. He said the war has cost the nation more than $400 billion, as well as taking the lives of more than 3,200 troops.
That damage is multiplied by the damage the war has brought to the nation's image around the world, and simply hoping for success in Iraq is not an answer, he said.

Dodd plans to introduce legislation that may include: setting aside a portion of Peace Corps' budget as seed money for demonstration projects and third goal activities (after adjusting the annual budget upward to accommodate the added expense), more volunteer input into Peace Corps operations, removing medical, healthcare and tax impediments that discourage older volunteers, providing more transparency in the medical screening and appeals process, a more comprehensive health safety net for recently-returned volunteers, and authorizing volunteers to accept, under certain circumstances, private donations to support their development projects. He plans to circulate draft legislation for review to members of the Peace Corps community and welcomes RPCV comments. |

| Peace Corps' Screening and Medical Clearance The purpose of Peace Corps' screening and medical clearance process is to ensure safe accommodation for applicants and minimize undue risk exposure for volunteers to allow PCVS to complete their service without compromising their entry health status. To further these goals, PCOL has obtained a copy of the Peace Corps Screening Guidelines Manual through the Freedom of Information Act (FOIA) and has posted it in the "Peace Corps Library." Applicants and Medical Professionals (especially those who have already served as volunteers) are urged to review the guidelines and leave their comments and suggestions. My fellow citizens of the world: ask not what America will do for you, but what together we can do for the freedom of man." Over 182,000 have served. Another 200,000 have applied and been unable to serve because of lack of Congressional funding. The Peace Corps has never gone out of fashion. It's Congress that hasn't been keeping pace. |
