Never has the need been greater, but the Peace Corps is significantly underfunded. I was a volunteer in Morocco 30 years ago and had far more colleagues in the field around the world than does my son, Martin Ellinger-Locke, who is a volunteer today, teaching health in a small village in Moldova. I thank Mr. Bond for his leadership and persistence in calling for an expansion of the Peace Corps to put greater numbers of Americans into vitally important countries around the world, changing minds about America one small village at a time.

Smart power
As America considers how to repair its reputation in the world, Congress has been considering how to fund foreign affairs. Investment in public diplomacy can be a powerful tool to change minds. This month, history was made when the House approved $450 million in funding for the Peace Corps. There are dozens more countries asking for volunteers than the current budget can supply, and only through increased funding can the Peace Corps scale up to meet the demand and continue its important mission.
In the Senate, one leader stood alone in advocating for the same level of funding as the House approved - U.S. Sen. Christopher "Kit" Bond, R-Mo. He called the Peace Corps smart power that can combat anti-American sentiment and called for putting sneakers and sandals on the ground instead of military boots.
