City park manager suspended for opening locked gates

RICHMOND, Va. The manager of a Richmond park has been suspended for two weeks without pay as punishment for insubordination -- because he unlocked park gates to allow kayakers, bird-watchers and dog walkers in after hours.
Ralph White's suspension begins Tuesday. He told the Richmond Times-Dispatch that after the suspension, he'll go back to managing James River Park.

City parks spokeswoman Christy Everson said the department had no comment on the personnel issue.

The 60-year-old White got in trouble unlocking gates twice at two sections of the park.

With the support of city park officials, Richmond police began locking the gates at night last month to ward off crime. But White and some residents in western areas of the park said crime was not a problem there. They said the lockouts barred law-abiding visitors.

James River Park is more than 500 acres of forested lowlands, meadows and islands.
